Description:Human resources are unique and most valuable assets in any organisation. The effective and systematic management of human resource development will be the primary investment towards the accomplishment of the aims and objectives of the organisation.The Ministry of Education is the largest government organisation with staff that requires strategic, comprehensive and dynamic human resource development planning. In 2006, there were 11,000 staff including 8,000 in all educational institutions in Brunei Darussalam. These staff are a valuable human resource and in order to deliver more productive service, enhance the quality of education and to achieve the Ministry’s vision, effective human development is the key to the development of excellence in Education. Therefore this valuable human resource should be best developed in order to deliver a more productive, effective and quality education in order to accomplish the Ministry’s vision, mission and strategic objectives towards the development of excellence education in this country.

Besides the above challenges, careers in education sector will be influenced by the revolution of internationalisation and globalisation. Knowledge and expertise should be updated and renewed as they changed rapidly. To be excellent and successful, human resource should always be equipt with the up to date knowledge and expertise with the life long learning concept.Towards that, the Human Resources Development Division is responsible for implementary and improvince professional development among all the employees in the Ministry of Education for the preparation to meet the challenges of rapid change and globalisation.
Human Resources Development Division (BPSTM) would strive to enhance the quality of human resource of the Ministry of Education as intended in the department’s mission.

Other main objectives of BPSTM are as follows:

Prepare systematic and efficient ‘Training Needs Analysis’.
Creating an organized, relevant and quality human resource program to develop strategic career path in line with the Ministry of Education needs.
Prepare variety of resources and strategic training programs in collaboration with the professional institutions.
Increase the capacity and capability of Human Resources Development Division (BPSTM) as one of the prestige agencies to improve, transform and develop the image of teaching profession to make the Ministry of Education as a professional organisation.
Promote a conducive and teamwork environment as well as to develop learning organisation, shifting mindset and innovative management in delivering its services.
To set quality values and work ethics as well as to increase health and safety awareness throughout the training programs.
Roles & Functions
Human Resource Development Department (HRD) has the confidence to increase the quality of the Ministry of Education’s human resource as stated in the department‘s mission.

The three major roles of HRD Department are as follows:

Preparing the effective ‘Strategic Plan’ for the development of HRD:
- Policy that support the ‘Training Development and Organisation’.
- ‘Strategic Plan’ of HRD, Ministry of Education.
- To plan and generate financial resource required by the HRD training programs.
To plan and implement the training and development of human resource program in order to increase professional effectiveness, management and technical skills and also to cultivate the culture of life-long learning:

- School Leaders
- Teachers
- Staffs & Officer
To coordinate and observe the needs of employees in their career development in order to maximise their talent, professionalism and their skills within their field interest through:

- Talent Development and Skills Program according to their expertise, professional stream and field.
- Professional Guidance programs.​
