The Lifelong Learning Centre (or better known as L3Centre), Ministry of Education announced the roles of the L3 Centre in supporting Wawasan Brunei 2035 during a press conference held at the Training Room 1, L3 Centre, Ministry of Education.
This was explained further by the Acting Director of L3 Centre, Dr. Sheikh Lukman bin Sheikh Abdul Hamid. Also present were Deputy Director (Academic) of L3 Centre, Walter Chong Meng Siong and Deputy Director (Administration) of L3 Centre, Sumardi bin Haji Abdul Hamid.
Dr Sheikh Lukman said the Ministry of Education would like to inform the public that the L3 Centre building is now located at Jalan 1O Selatan, Rancangan Perumahan Negara (RPN) Lambak Kanan, Brunei-Muara, which was the former building of Pengiran Anak Puteri Masna Secondary School and the Centre for Capacity Development (or Pusat Pembangunan Kapasiti).
He added that in order to realize the national education system that focuses on lifelong learning and supports Wawasan Brunei 2035 in producing educated, highly skilled and accomplished citizens, L3 Centre is actively involved in the planning, developing and implementing lifelong learning programmes through various collaboration with the lifelong learning providers and government agencies in Brunei Darussalamsuch as the Centref or Lifelong Learning( C3L), UniversitiB runei DarussalamLeadership and Lifelong Learning Centre( C4L), UniversitIi Islam Sultan Sharif Ali: Tri-CEd Universiti Teknologi Brunei; Centre of Excellence for Lifelong Learning (CELL), Politeknik Brunei; Continuing Education and Training Division, Institute of Brunei Technical Education (IBTE CET); SEAMEO VOCTECH; Youth Development Centre (PBB) under the Ministry of Culture, Youth and Sports; and BlCPA-FTMS Accountancy Academy Sdn Bhd.
L3 Centre also serves as a one-stop information centre for lifelong learning programmes offered in Brunei Darussalam. There are 4 pillars of lifelong learning programmes under the purview of L3 Centre, namely, the Workforce Development, Academic Upgrading, Community Development and Personal Development. Currently, the main focus of L3 Centre is on the upskilling and reskilling programmes under the Workforce Development Pillar which have been planned and conducted in collaboration with the Manpower Planning and Employment Council (MPEC) Secretariat of Prime Minister's Office and JobCentre Brunei (JCB) to cater the job demands in the labour market. As of date, L3 Centre has offered 135 upskilling and reskilling programmes for the public, especially for the adult learners, jobseekers, employees in the public and private sectors and so on.
MPEC has introduced a new initiative, SkillsPlus under the Learn and Grow Programme supported by L3 Centre which provides funding assistance for upskilling and reskilling programmes offered under L3 Centre. This funding assistance aims to provide training opportunities to local jobseekers, freelancers, ii-Ready apprentices and local employees working in the private sector in Brunei Darussalam who are interested to improve their existing skills or gaining new skills. This funding assistance is also provided to companies in the country that meet the eligibility criteria set by MPEC to strengthen their local workforce through upskilling and reskilling programmes offered under L3 Centre. In an effort to support Brunei Vision 2035 to produce highly skilled citizens, the Ministry of Education through L3 Centre and IBTE will offer various programmes to fulfill employment opportunities in the oil and gas industry whereby IBTE will offer programmes at the Industrial Skills Qualifications (ISQ) level in the neids of Welding, Marker Fitter, Rigger, Scaffolder and Painter Blaster, which will begin in early 2021. Meanwhile, L3 Centre is currently in the planning stage to offer accreditated skilI-based training programmes under the Brunei Darussalam National Occupational Skill Standard (BNOSS) framework for the local jobseekers and adult learners.
Besides the upskilling and reskilling programmes, L3 Centre also conducts the academic upgrading programmes during weekday evenings and weekends for school Leavers and adult learners, which were previously offered by IBTE CET. These academic programmes are intended to help those who want to improve their academic achievement, especially school leavers or adult learners who have never sat for the Brunei-Cambridge GCE 'A', 'O' level and IGCSE examination. The Centre also plans to offer community development programmes and personal development programmes next year based on community needs and individual's growth and progression respectively.
Public who are interested to join the lifelong learning programmes offered under L3 Centre can apply by completing the online application form, which can be accessed via the L3 Centre website http://l3c.moe.gov.bn either as a self-funding individual; a local jobseeker; or a local employee working in a private company. The Acting Director also explained that L3 Centre will have its Ready-Built Facilities available next year for the registered training organizations (RTOs) to run their training. RTOs who offer various lifelong learning programmes are encouraged to work closely With L3 Centre through various efforts to promote and cultivate the culture of lifelong learning in the country.
