 Staffing Population The number of teaching staff at the various VTE institutions under the DTE for the year 1999 is shown in Table 3. The total number of teaching staff in all DTE institutions (excluding the Continuing Education Section) is 490, of whom 142 (29%) are female. Expatriate teachers constitute 46% of the total VTE teaching staff.
Most Bruneian technical instructors in DTE institutions (except ITB and MJPAPRSB) have HND level qualifications or below, with a technical teacher training certificate. Expatriate staff, many of them with degrees, tend to have more industrial experience than local staff. To get the right mixture of qualifications and experience in a teaching situation, a teaching strategy has been employed mainly by pairing local staff with expatriate staff so that they complement each other.
