SUMMARY OF DEVELOPMENT

 

Summary of Developments of SEU

The following gives a brief summary development of SEU since 1994:

1994

  • Presented proposal for the establishment of the SEU and the establishment of the Certificate in Special Education Course for the training of SENA Teachers. The proposal was granted and the SEU was established at the end of 1994.

1995

  • Newsletters were circulated to schools. Television and radio programmes on Special Education were broadcasted. SEU Quarterly Reports were written and circulated to departments within the Ministry of Education.

1996

  • The Learning Assistance Programme started in primary schools in Brunei-Muara district. There was continuing professional development for SENA teachers i.e. monthly meetings/workshops.  School visits were carried out where SEU educators assisted, advised and supported SENA teachers. 

  • The First National Conference on Special Education was organized.

1997

  • Handbook on Policy Guidelines for Special Education was produced and circulated.  

  • The First International Conference on Special Education, with the theme “Inclusive Education: Inclusive Society’, was held.

1998

  • Pilot Project 1(PP1): Effects of Early Intervention on the Academic Achievement of Lower Primary Pupils in selected Government Schools began in Primary 1

  • The Pilot Project 2 (PP2): Pre-Vocational Programme began at Sekolah Menengah Sharif Ali.

  • Learning Assistance Programme was established in secondary schools.

  • Special Education Handbook for headmasters, principals and SENA teachers were produced.

1999

  • The Pre-vocational Programme was established in some secondary schools in every district.

  • The second National Conference on Special Education, with the theme ‘Inclusive Education: Teaching to Diversity in the New Millennium’ was held.

2000

  • The Pilot Project 1 was extended to Primary 3.

  •  Pre-Vocational Programme extended to Year 2.

  • An eight week Enrichment Programme for selected students at Primary 4 and 5 was undertaken.

2001

  • Workshops were conducted by special educators for school teachers: Visual Impairment courses, Sign-Language courses, remedial education and use of various teaching strategies. 

  • Evaluation of Pilot Project 1 and 2 was carried out.

2002

  • Workshops on dyslexia, autism and Pre-Vocational teaching were conducted by invited speakers from overseas.

  • Special Education Course for Teachers from Non-Government Schools: An ‘Introductory Course on Inclusive Education’ was conducted by SEU in collaboration with the UBD.

  • The Management Information System Resource Centre and data bank were set up.

2003

  • A Workshop on Coaching Children with Special Needs in Sport Skills was organized for SENA teachers and Homeroom teachers.

  • A Committee was set up to prepare the Curriculum Guidelines for students with High Support Needs.

  • Independent Living Skills Centre was set up for Pre-Vocational students with High Support Needs. 

2004

  • A four day National Workshop on Effective Inclusion Strategies for Educators of Individuals with Special Needs was jointly organized by the Ministry of Education (SEU) and ISESCO (Islamic Educational, Scientific and Cultural Organization).

  • Enrichment Programme Professional Development Training for selected teachers.

  • Plans undertaken for the Second International Conference on Special Education in 2005 with the theme “Our Children, Our Future: Global Approaches”.
