THE ORGANISATIONAL STRUCTURE OF THE MINISTRY OF EDUCATION

At the apex of the organisational structure is the Minister and assisting him is the Deputy Minister. Together, they are responsible for decision making on all important policy matters.  

In implementing policies, managing professional matters and administrating the Ministry of Education and its Departments, the Minister and Deputy Minister are assisted by  Permanent Secretary and two Deputy Permanent Secretaries  who act as  Chief Executive Officers and Controlling Officers of Finance. They are assisted by the Director General of Education, Special Duties Officers and Directors.  

There are eleven departments, four units and a centre within the organisational structure and these are headed by Directors and other senior personnel who are responsible for making the education system operate as smoothly and efficiently as possible. Also included as part of the organisational structure are the Brunei Darussalam National Education Council, the Education Planning Council, the Brunei Darussalam National Accreditation Council and the Brunei Darussalam Technical and Vocational Education Council.  

The Brunei Darussalam National Education Council was set up on 23 September 1999. It is co-chaired by the Minister of Education and Minister of Religious Affairs and its membership comprises  representatives from various government agencies and the private sector.

 The Council acts as an advisory, and reference body and a think-tank in order to ensure the continuing improvement of   the national system of education. 

The Education Planning Council is chaired by the Minister of Education and provides a high-level forum for the discussion of policy and planning issues as they relate to all levels of the education system. The Council includes in its membership the Deputy Minister, Permanent Secretaries, the Vice Chancellor of Universiti Brunei Darussalam and all  Directors.

The Brunei Darussalam National Accreditation Council is chaired by the Minister of Education and is the sole national accrediting body responsible for evaluating and assessing qualifications recognised by the Government of His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam.  

The Council is assisted by a Secretariat which is a Unit within the office of the Permanent Secretary.  

To further assist the Council in evaluating and assessing a wide range of professional and  academic qualifications, eight sub-committees have been established comprising qualified members in specific disciplines have been established. The sub-committees are assigned to  specific areas such as Accountancy and Management, Communications, Education, Engineering and Architecture, Environmental Sciences, Islamic Religious Studies, Medicine and Law. 

The Brunei Darussalam Technical and Vocational Education Council (BDTVEC) is chaired by the Deputy Minister of Education and its members comprise representatives from various government agencies and the  private sector.  

Its main function is to validate programmes, establish standards of performance and awards certificates and diplomas in the technical and vocational education and training system.   

The Council maintains close contact and liaison with both public and private sector agencies whose work and programmes may have relevance to technical and vocational education and training needs. 

DEPARTMENT OF SCHOOLS 

The Department of Schools is responsible for supervising and coordinating the implementation of education policies and programmes in all schools in accordance with the National Education Policy. 

The Department has seven sections namely: 

·         Primary;

·         Secondary;

·         Non-government  Schools;

·         Counseling and Careers Guidance;

·         Students’ Pass;

·         Recruitment of  Teachers.  

 

DEPARTMENT OF PLANNING, DEVELOPMENT AND RESEARCH 

The Department of Planning, Development and Research is responsible for educational planning, research and development as well as monitoring the implementation and development of education projects and programmes besides being a centre for educational information and data.

This Department has four sections, namely; 

  • Administration;

·         Planning;

·         Development and Research; and,

·      Management of Educational Information System and Data Compilation.  

DEPARTMENT OF TECHNICAL EDUCATION 

The Department of Technical Education is responsible for planning, coordinating and evaluating the implementation of Technical and Vocational Education and Training (TVET) programmes in order to  address the socio-economic needs of Brunei Darussalam and also to support and promote the development of human resources through the provision of TVET services to the community, the government and the private sector. 

The Department has three divisions under which there are 10 units, namely;            

      I- Professional Services

·         Personnel and Public Relations;

·         Support Services; and,   

·         Finance.  

      II- Education and Training

·         Continuing Education;

·         Apprenticeship and Trade Testing;

·         Student Affairs; and,

·         Enterprise Development.  

      III- Programme and Research

·         Programme Development;

·         Research and Evaluation; and,

·         BDTVEC Secretariat.  

 

DEPARTMENT OF ADMINISTRATION AND SERVICES 

The Department of Administration and Services is responsible for managing administrative affairs and personnel as well as providing services and facilities  to officers and staff within the Ministry of Education.

The Department has four divisions under which there are 21 units, namely: 

   I- Establishment Division

·         Leave and Passage;

·         Recruitment of Daily Paid Government Civil Servants;

·         Loans and Allowance;

·         Contract Service;

·         Salary Increment ;

·         Record Service;

·         Establishment List and Advertising Jobs/Post Vacancies; and,  

·         Filing Section.  

   II- General Administration and Facilities Division

·         Accommodation /Housing;

·         Hostel and Feeding Scheme; and,

·         Transport 

   III- Financial Services Division

·         Finance;

·         Internal Audit; and,

·         Write-Off. 

  IV- Hostel and Feeding Division

  In addition, the department has 2 other units within the director's office, that is:

  • Internal Audit Unit

  • Write-Off Unit.

 

DEPARTMENT OF SCHOOLS INSPECTORATE 

The Department of Schools Inspectorate is primarily responsible for school appraisal and for providing supervision and professional advice on educational matters.  

The Department has eight sections according to areas of specialisation, namely: 

·         Malay Language;

·         English Language;

·         Mathematics, Science and Technical;

·         General Studies, Civics and Pre-school;

·         History;

·         Creative Arts and Vocational;

·         Geography; and,

·         Islamic Studies.  

 

DEPARTMENT OF CURRICULUM DEVELOPMENT 

The Department of Curriculum Development is responsible for planning and preparing school curriculum programmes in accordance with the national education policy. 

This department comprises the following twelve units: 

·         Malay Language and Literature Unit;

·         English Language and Other  Languages Unit;

·         General Studies Unit;

·         Science and Agriculture Unit;

·         Social Studies Unit;

·         Mathematics Unit;

·         Vocational and Technical Unit;

·         Evaluation and Teachers’ Orientation Unit;

·         Educational Media and Resources Unit;

·         Publication Unit;

·         General Administration Unit; and,

·         Special Projects Unit. 

 

DEPARTMENT OF CO-CURRICULUM 

The Department of Co-Curriculum is responsible for coordinating and incorporating co-curricular programmes into the school curriculum to complement teaching and learning. 

This Department has three sections under there are nine units, namely: 

·         The Sport Development Section;

·         Intellectual, Uniformed and Celebration Section

·         The Spiritual, Courses and ICT Section.  

 

DEPARTMENT OF EXAMINATIONS 

The Department of Examinations manages the overall administration of both local and overseas public examinations either collaboratively or as agent. 

This Department has four units, namely: 

·         General Administration, Finance, Printing and Computing;

·         Examination Services and Management;

·         Religious Education; and,

·         Research and Development. 

 

DEPARTMENT OF INFORMATION AND COMMUNICATION TECHNOLOGY

The Department of Information and Communication Technology is mainly responsible for implementing policy and projects of the ministry on information and communication technology (ICT) and acts as a focal point for any matters related to ICT at national, regional and international level.  The Department is also responsible for developing the use of ICT in education in schools throughout the country.

 

DEPARTMENT OF PLANNING AND ESTATE MANAGEMENT 

The Department of Planning and Estate Management is mainly responsible for the short-term and long-term maintenance of school buildings, colleges, offices and their compounds.  It also supervises and monitors the implementation of building projects as well collecting and analysing information on the condition of school premises and compounds.  It also cooperated in the inspection and approval of development projects conducted by certain departments before the official handing over to the Ministry of Education.

 

BRUNEI DARUSSALAM NATIONAL COUNCIL SECRETARIAT UNIT 

The Brunei Darussalam National Council Secretariat Unit acts as a coordinator in the implementation of the main duties of the Brunei Darussalam National Council.  It also provides assistance to the Council in preparing working papers, meetings, reports and research.

 

SPECIAL EDUCATION UNIT 

The Special Education Unit is responsible for planning and providing educational and psychological services and for managing an array of related services for students with special educational needs. 

 

BRUNEI DARUSSALAM NATIONAL ACCREDITATION COUNCIL SECRETARIAT

The Brunei Darussalam National Accreditation Council Secretariat Unit acts as a reference body by providing assistance and advice concerning accreditation and recognition of qualifications and institutions not only to various government departments and ministries, but also to other parties including the private sector and individuals. 

 

PUBLIC RELATIONS UNIT 

The Public Relations Unit is mainly responsible for managing and coordinating the internal and external public relations affairs of the Ministry of Education and for  providing relevant and required information to its publics.  

 

SCHOLARSHIP AND TRAINING UNIT 

The Scholarship and Training Unit is responsible for handling scholarship awards  for Brunei students to study in higher educational institutions, either locally or overseas; for processing scholarship applications from foreign  students to study in local higher educational institutions,  and for managing in-service training programme for the personnel of the Ministry of Education under various schemes. 

 

SCIENCE, TECHNOLOGY AND ENVIRONMENT PARTNERSHIP (STEP) CENTRE 

The purpose and aim of the Science, Technology and Environment Partnership (STEP) Centre is to encourage the development of science, technology and environmental studies in the interests of national development by improving the level of co-operation and communication between educational institutions, government departments, and business and industry.
