About Us
The concept of inclusive education was officially embraced by Brunei Darussalam in 1994. Formerly known as the Special Education Unit (SEU), SEU was initially set up as a Unit under the Permanent Secretary office (Core Education) in 1994. On 1st June 2021, it was upgraded as a department under the Ministry of Education and hereafter be referred to as the Department of Special Education.

The first batch of Special Education Needs Assistance (SENA) teachers completed their Certificate in Special Education in 1997. This department is responsible for implementing special education provisions by collaborating with schools and relevant stakeholders. In order to strengthen inclusive education in Brunei Darussalam, Special Education Needs Assistance (SENA) teachers play the key role of ensuring that the learning environment is flexible for students with special needs who have an Individualised Education Plan – IEP). Students with special needs are supported by SENA Teachers either in the classroom or in the Learning Assistance Centre (LAC) through one-to-one or in a small group of 1:3).

Inclusion in education or inclusive education is a concept and process of addressing and responding to the diversity of needs of all learners. It is about the presence, participation and achievement of all regardless of their disability, gender, ethnicity, religion, or geographical location. Achieving this requires a multitude of educational provisions, practices and programmes in order to respond to the diversity of needs of all students. One such educational approach is through special education.

Special education refers to specialised provisions, practices and programmes that are implemented in order to support and achieve the Ministry of Education’s (MOE) agenda on inclusive education. It is an educational approach under MOE that focuses on meeting the unique learning needs of students with special needs.

Policy

The Special Education Policy Guidelines, based on the principles of Inclusive Education, was developed in 1997 and provided the initial framework for the development of an education system to support students with special needs;

     "All children are able to learn given an appropriate learning environment. Appropriate learning environment can be created within the inclusive school. The inclusive school is one that provides appropriate instruction for all children based on their level"   (Special Education Policy Guidelines, 1997)

​Objectives

  • SO1: Develop a framework for a sustainable human resource capacity building process for officers and educators.

​Programmes

Two main programmes:

1.       Learning Assistance Program

The aim of the programme is to assist the students in acquiring the necessary academic and life skills. Support to these students depends on the student's individual needs and may either be in the classroom in the Learning Assistance Centre (LAC), Model Inclusive Schools (MIS) or Centre of Excellence (COE).

2.       Pre-Vocasional Programme

The Pre-Vocational Programme (PVP) is one of the multiple pathways of National Education System for the 21st Century (Sistem Pendidikan Negara - SPN 21) designed to meet the needs of students with special needs in government secondary schools. The aim of this programme is to provide opportunities to these students so that they can achieve their fullest potential and acquire various independent living skills. This programme emphasizes on developing functional academic skills, basic vocational skills and career awareness, social skills, functional communication skills and independent living skills that will be delivered over a five-year period.
