Second Day of the 3rd School Leaders Convention 2021

​The second day of the School Leaders Convention 2021 with the theme “Quality Leaders, Quality Education” jointly organised by Department of Educators Management and Department of Schools, Ministry of Education highlighted on the 1) Workshop on The Guidelines for 21st Century Skills Implementation in schools including Framework on Blended Learning facilitated by Head of Educational Technology Centre, Ministry of Education, and sharing from School Leaders Best Practices on their Leadership in Change Management by Principal of Sekolah Menengah Rimba II especially regarding 21st Century Teaching and Learning which includes utilizing blended learning methods and 2) Presentation of Schools Incentives for primary schools, secondary schools and sixth form centres for achievement in Penilaian Sekolah Rendah (PSR), GCE ‘O’ and ‘A’ Levels respectively and Whole School Evaluation (WSE).

The morning session began with the Blended Learning Framework workshop which is a follow up from the School Leaders Dialogue which was carried out in November 2020, where school leaders were engaged in several activities to develop the blended learning framework and guideline. The activities included actions carried out by the system leadership and school leadership groups relating to the success factors for blended learning implementation in schools were identified during the School Leaders Dialogue session and documented for the workshop activity. The school leaders’ definitions of blended learning and the rationales of implementing blended learning in classrooms were validated by members of the School Leaders Council and presented during the workshop. School leaders were also presented with different models of blended learning and the elements to consider for effective blended learning to take place in the classroom and outside of the classroom or remotely. A blended learning model flowchart was presented based on the student’s accessibility to internet-enabled devices, students’ ownership in the learning process and the role of teachers in the blended learning setting to guide school leaders in choosing the right model for their teachers to integrate blended learning into the classroom to increase student engagement and achievement.

The afternoon session began with sharing of the resolution of the morning workshop by Yang Di-Pertua of the School Leaders Council, followed by the presentation of the school incentives for achievement in Penilaian Sekolah Rendah (PSR), GCE ‘O’ / IGCSE and ‘A’ Levels and Whole School Evaluation (WSE). The four categories awarded to schools for achieving excellence in Penilaian Sekolah Rendah (PSR) 2020 included 1) schools achieving above the target of 90% in grade A – C in 2020; 2) schools performing continuous improvement in achieving grade A – C for three consecutive years in 2018, 2019 and 2020; 3) schools achieving above the target of 90% for grade A – C for three consecutive years in 2018, 2019 and 2020; and 4) performing primary schools in Whole School Evaluation (WSE). 

The BC-GCE ‘O’ Level and IGCSE ‘O’ Level achievement was awarded according to three categories of incentives for 1) schools achieving the target of 60% and above in 2020; 2) schools performing continuous improvement in achieving five ‘O’ levels and above for three consecutive years in 2018, 2019 and 2020; and 3) performing secondary schools in Whole School Evaluation (WSE).

There were also three categories of incentives awarded for achievement in BC-GCE A Level. The categories included 1) schools achieving three ‘A’ Levels and above in meeting the target of 80% and above in 2020; 2) schools performing continuous improvement in achieving three ‘A’ levels and above for three consecutive years in 2018, 2019 and 2020; and performing sixth form schools in Whole School Evaluation (WSE).

The awards were presented by the Guest of Honour, Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Minister of Education, Brunei Darussalam. 

About 280 participants attended the closing ceremony of the convention at the Plenary Hall, International Convention Centre including the Head of Departments, Sections, Units and Centres under the Ministry of Education, school leaders from government, private and international schools as well as Arabic secondary schools.

Konvensyen Pemimpin Sekolah Ke-3 Tahun 2021

Hari kedua Konvensyen Pemimpin Sekolah 2021 yang bertemakan “Pemimpin Berkualiti, Pendidikan Berkualiti” anjuran bersama Jabatan Pengurusan Pendidik dan Jabatan Sekolah-Sekolah memfokuskan kepada 1) Bengkel Pelaksanaan Panduan Pendidikan Abad Ke-21 Di Sekolah-Sekolah termasuk Kerangka Pembelajaran Teradun (Blended Learning Framework) yang dimudahcara oleh Ketua Pusat Teknologi Pendidikan, Kementerian Pendidikan, dan juga perkongsian amalan-amalan terbaik oleh Pengetua Sekolah Menengah Rimba II mengenai perubahan pengurusan dalam kepimpinan terutama mengenai pengajaran dan pembelajaran Abad ke-21 termasuklah memanfaatkan kaedah pembelajaran teradun, dan 2) Penyampaian Insentif Sekolah bagi sekolah-sekolah rendah, menengah, maktab-maktab dan pusat-pusat tingkatan enam yang telah mencapai kecemerlangan dalam Penilaian Sekolah Rendah (PSR), GCE ‘O’ dan ‘A’ Levels dan Penilaian Keseluruhan Sekolah (Whole School Evaluation (WSE)). 

Sesi pagi dimulakan dengan Bengkel Kerangka Pembelajaran Teradun (Blended Learning Framework) yang merupakan susulan dari Sesi Dialog Pemimpin Sekolah yang diadakan pada November 2020, dimana pemimpin sekolah terlibat dalam beberapa aktiviti untuk menghasilkan kerangka dan Panduan Pembelajaran Teradun. Aktiviti-aktiviti tersebut termasuklah tindakan yang diambil oleh Kumpulan Kepimpinan Sekolah dan Sistem Kepimpinan yang berkait dengan faktor-faktor kejayaan untuk pelaksanaan Pembelajaran Teradun di sekolah yang dikenalpasti semasa Sesi Dialog Pemimpin Sekolah dan didokumentasikan untuk aktiviti Bengkel.

Definisi dan rasional Pembelajaran Teradun yang dirangka oleh pemimpin-pemimpin sekolah dan disahkan oleh ahli Majlis Pemimpin Sekolah telah dibentangkan semasa bengkel tersebut. Pemimpin sekolah juga didedahkan dengan pelbagai Model Pembelajaran Teradun dan elemen-elemen untuk dipertimbangkan bagi Pembelajaran Teradun yang efektif yang boleh mengambil tempat di dalam atau di luar bilik darjah atau di mana-mana sahaja. 

Carta aliran Model Pembelajaran Teradun juga dibentangkan berasaskan kepada aksesibiliti pelajar kepada peralatan yang dibolehkan oleh internet (internet-enabled devices), pemilikan proses pembelajaran dan peranan guru-guru dalam suasana Pembelajaran Teradun untuk membantu pemimpin sekolah memilih model yang tepat untuk guru-guru bagi diintegrasikan dalam bilik darjah untuk meningkatkan penglibatan dan pencapaian pelajar. 

Sesi petang diisikan penyampaian resolusi bengkel oleh Yang Di-Pertua Majlis Pemimpin Sekolah dan Penyampaian Insentif Sekolah bagi sekolah-sekolah yang menunjukkan kecemerlangan dalam Penilaian Sekolah Rendah (PSR), GCE ‘O’ / IGCSE dan ‘A’ Levels dan Penilaian Keseluruhan Sekolah (Whole School Evaluation (WSE)). Empat kategori yang diberikan kepada sekolah yang mencapai kecemerlangan dalam Penilaian Sekolah Rendah (PSR) tahun 2020 termasuklah 1) Sekolah-sekolah yang mencapai keputusan cemerlang melepasi sasaran 90% Gred A - C dalam Penilaian Sekolah Rendah Tahun 2020. Penganugerahan berdasarkan keramaian calon PSR; 2) Sekolah-sekolah yang menunjukkan peratus peningkatan Gred A - C dari tahun 2018 hingga 2020 dalam PSR; 3) Sekolah-sekolah yang mencapai 90% keatas Gred A - C dari tahun 2018 hingga 2020 dalam Penilaian Sekolah Rendah. Dan 4) Pencapaian sekolah terbaik dalam 'Whole School Evaluation'.

Bagi pencapaian terbaik dalam BC-GCE ‘O’ Level and IGCSE ‘O’ Level dibahagikan kepada tiga kategori insentif iaitu 1) sekolah-sekolah yang cemerlang dalam mencapai atau melepasi sasaran 60% memperoleh 5 'O' Level ke atas dalam BC-GCE ‘O’ Level /IGCSE tahun 2020; 2) Sekolah-sekolah yang menunjukkan peratus peningkatan dari tahun 2018 hingga 2020 memperoleh 5 'O’ Level ke atas dalam BC-GCE 'O' Level/IGCSE; 3) Pencapaian sekolah terbaik dalam 'Whole School Evaluation'. 

Bagi pencapaian terbaik dalam BC-GCE A Level, dibahagikan kepada tiga kategori insentif iaitu 1) Sekolah-sekolah yang mencapai atau melepasi 80% memperoleh 3 'A' level ke atas; 2) Sekolah-sekolah yang menunjukkan peratus peningkatan dari tahun 2018 hingga 2020 3 'A' level ke atas dalam BC-GCE 'A' level dan 3) Pencapaian sekolah terbaik dalam 'Whole School Evaluation'. 

Penyampaian Insentif disempurnakan oleh Yang Berhormat Dato Seri Setia Awang Haji Hamzah bin Haji Sulaiman, Menteri Pendidikan, Negara Brunei Darussalam. 

Seramai kira-kira 280 peserta menghadiri Majlis Penutup Konvensyen Pemimpin Sekolah 2021 bertempat di Dewan Plenary, Pusat Persidangan Antarabangsa, Berakas termasuk ketua-ketua jabatan, ketua-ketua unit dan pusat-pusat di bawah Kementerian Pendidikan, pemimpin sekolah kerajaan, swasta dan sekolah antarabangsa termasuk sekolah-sekolah menengah Arab.
