Objectives
  • Establishment and management of all private educational institutions to comply with the legal provisions and regulations /conditions/standards set forth. 
  • Implementation of policy, planning, and direction of private education is in line with:

           i.    the Ministry of Education’s Mission (to provide holistic education to achieve the fullest potential for all) and Vision (for Quality Education towards a developed, peaceful and prosperous Nation);

           ii.   Brunei Vision 2035;

           iii.  the National KPI;

  • Private Higher Education Institutions provide quality education and that is relevant to the country’s needs;
  • Efficient monitoring of Private education institutions and the enforcement of Education Laws and Regulations;
  • Enhance co-operation between the public and private sectors.

Functions
  • Regulating and Enforcement of Education Act on the Establishment, Registration, and Education Services including the Implementation of National Education System SPN21 in all IPS.
  • Effective Support System to Private Education Institutions through monitoring, advice, and guidance and regulating and enforcement of Education Act and Guidelines to all private schools.
  • Collection of Revenue in support of national Gross Domestic Products (GDP).

Units
Administration and Finance Unit

The Administration and Finance Unit is responsible for all tasks relating to administration and finance – the management and coordination of files, officers and staff, assets, and private educational institutions’ information and data. The Unit also processes private educational institutions’ applications regarding fees and sponsored activities; prepares financial statements; budget estimates; preparation of payment vouchers and manages proceeds collected.

Registration Unit

The Registration Unit processes applications for the establishment and registration of private educational institutions for all categories, including making the preliminary inspection of the proposed premise for the school / higher education institution to be established; processes the recruitment and registration of teachers; registration of directors; new students enrolling into private educational institutions; and Parent-Teacher Associations (PTA).

Policy and Development Unit

The Policy and Development unit is responsible for tasks related to policies and regulations, including re-examining the Education Act (Cap 210) for necessary amendment(s); the enforcement of the Education Act (Cap 210) and its subsidiary regulations as well as the Compulsory Education Act (Cap 211); as well as the enforcement of legislative acts in accordance with the powers conferred in the Education Act (Cap 210). 

The Unit is also responsible for the planning and coordination of the Private Education Section’s staff development/training programs as well as for teachers of private educational institutions (under the initiatives of the Private Education Section).

Supervision and Monitoring Unit

The Supervision and Monitoring Unit is responsible for the regulation (supervising and monitoring) of private educational institutions to ensure compliance to the provisions of the Education Act (Cap 210) and its Subsidiary Legislations as well as the Compulsory Education Act (Cap 211) and all adopted regulations and guidelines. Regulatory action is carried out by means of inspections as well as legislative actions in accordance with the powers conferred in the Education Act (Cap 210). The Unit also oversees, coordinates / supports the Ministry of Education’s implemented policies, regulations, and programs as well as those of other Ministries (for example, the Ministry of Health’s, health promotion program) at all private educational institutions.

Strategic and Relations Unit

The Strategic and Relations Unit is responsible for the coordination and deliberation of the Ministry of Education’s initiatives and projects involving private educational institutions at national and international levels.

Seconded Teachers Unit

The Seconded Teachers Unit is responsible for the deployment of seconded Malay Language (Bahasa Melayu), Malay Islamic Monarchy (MIB), and Islamic Religious Knowledge (IRK) subject teachers to private educational schools; as well as to manage their welfare and wellbeing.
