About Us
The Department of Planning, Development, and Research is currently under the jurisdiction of the Deputy Permanent Secretary (Policy and Corporate Affairs), Ministry of Education.

The department comprises 42 personnel, i.e. 28 officers and 14 support staff. There are four (4) sections under the Department, i.e. (i) Corporate Section; (ii) Planning and Research Section (iii) Education Data Management Section; and (iv) Monitoring and Evaluation Section.​


​Objectives
  • Strategic Objective 1: To produce quality data and​ research.

    Producing high-quality, evidence-based, adaptable, and reliable policy research through the use of appropriate research design and tools. The data collection process will use reliable and valid measures to collect the data and ensure that the data is accurately and consistently recorded and analyzed.

  • Strategic Objective 2: To increase team productivity.​

    By providing staff with the necessary tools, resources, and support needed to do their jobs effectively; By establishing clear goals, expectations, and accountability measures for the team to ensure that everyone is working towards the same objectives, encouraging collaboration and communication, and promoting a positive work culture.

  • Strategic Objective 3: To strengthen competencies.

    By providing officers with the necessary tools and support, so they can develop the abilities and knowledge required to excel in their roles and contribute to the success of the organization.

  • Strategic Objective 4: To optimize resources.

    By allocating and managing resources in the most efficient and effective manner, based on needs, in order to maximize output and achieve success.

  • Strategic Objective 5: To improve budget utilization.

    Through careful planning and execution of all planned activities, we will be able to deliver the desired outcomes and create a thorough report at the end of the implementation period.​


​Functions
  1. To conduct policy-based and evidence-based studies to support policy planning and revision aligned with the strategic direction of the Ministry of Education and Brunei Vision 2035.​
  2. Identify current educational issues that require further research.​
  3. Collection and analysis of education-related data for the Ministry of Education's needs, including the Publication of the Brunei Darussalam Education Yearbook and the Publication of Education Indicators and Statistics.
  4. Focal point for the Ministry of Education with government and international agencies in data and information dealings; for example, the Department of Economic Planning and Statistics (JPES) and the United Nations Educational, Scientific and Cultural Organization (UNESCO).​
  5. As a champion/implementor of the Programmed for International Student Assessment (PISA).​
