About Us
| The Department of Special Education (JPKhas) is responsible for promoting, implementing, and monitoring the Special Education Program in collaboration with schools and other relevant stakeholders. To strengthen the Special Education Program in the country, SpecialEducation (SEN) teachers will continue to be equipped with teaching skills, including digital teaching methods, particularly the Blended Learning approach. They will also create flexible learning environments, either in small groups (1:3) or individually (1:1), for students with special needs.
This Special Education Program is based on the principle of 5A:

This principle is a key component in identifying, addressing, and fulfilling the diverse needs of students to ensure they have access to education, can participate actively, and achieve excellence regardless of their disabilities, gender, ethnicity, religion, or socioeconomic background.

Objectives |
- Ensuring Access to Quality Inclusive Special Education
o Providing opportunities for Students with Special Needs to access education, participate in learning activities, and achieve excellence through the provision of suitable curriculum, infrastructure, and resources.
- Providing Holistic Special Education Programs and Services
o Planning, implementing, and evaluating special education programs in government schools to meet the academic, social, and emotional development needs of students.
- Developing Professionalism in Special Education
o Offering continuous training and professional development for educators and staff in the field of special education.

o Conducting comprehensive assessments and implementing appropriate interventions to ensure the optimal development of Students with Special Needs.

o Raising awareness and educating the public about the importance of special education and their role in supporting students with special needs.

o Collaborating with local and international agencies, as well as stakeholders, to empower special education through resource and expertise sharing.
Managing Comprehensive and High-Quality Special Education Data o Developing and maintaining a complete database for educators and students with special needs as a foundation for planning and policy development.
Designing and Enhancing Special Education Curriculum
o Developing a relevant and progressive curriculum to meet the needs of students with special needs at various educational levels.
Implementing Innovative Projects
o Planning and executing innovative projects to enhance the quality of special education and meet current needs.

Programmes |
Two main programmes:
1. Learning Assistance Program The aim of the programme is to assist the students in acquiring the necessary academic and life skills. Support to these students depends on the student's individual needs and may either be in the classroom in the Learning Assistance Centre (LAC), Model Inclusive Schools (MIS) or Centre of Excellence (COE).
2. Pre-Vocasional Programme The Pre-Vocational Programme (PVP) is one of the multiple pathways of National Education System for the 21st Century (Sistem Pendidikan Negara - SPN 21) designed to meet the needs of students with special needs in government secondary schools. The aim of this programme is to provide opportunities to these students so that they can achieve their fullest potential and acquire various independent living skills. This programme emphasizes on developing functional academic skills, basic vocational skills and career awareness, social skills, functional communication skills and independent living skills that will be delivered over a five-year period.
